This already happens in my "local" newspapers here in the UK - only a few years back all photos were assigned to local photogs for a fee - now not only do they print less images, but many of those images are supplied free by proud parents, local business people and local sports teams etc etc. Some of these images do look rather amateurish but others look more than fit for the purpose of illustrating local news in a local rag.
Many "normal" ( ie non photogs ) people can take reasonable images with a camera and are happy to supply such images.
PR companies have been doing it for years!

Fairly good total so far this month with 16 sales and still a couple of days to go, but down from last months 25 sales.
