Aeolus, 1878. This cartoon depicts Bismarck. After the Treaty of San Stefano had been signed to agree terms for peace between Turkey and Russia, Britain had objected to a number of the conditions in the Treaty. Bismarck had actively tried to bring about agreement between the two countries, but was having as little success as if he tried to control the wind. In the background, Lord Derby is shown leaving the frame. He had resigned as Foreign Secretary in Lord Beaconsfield's government due to his inability to agree with Beaconsfield's decision to call out the reserve forces.
