There had been a spate of aggressive behaviour between rival football fans, a lot of kicking each other etc. Many young male adults wore ‘bovver boots’ as a ‘fashion’ item/style. These were metal-toed working boots originally. (Before they became very trendy) The police therefor decided that if they prevented metal toed boots from being worn within the stadium the ‘bad’ behaviour would be less. There was no where for him to leave his boots so he was allowed to take them in. He had arrived late at the game.
