Asia Pacific naval chiefs approved the regions first code of conduct for unplanned encounters between navy ships and aircraft on Tuesday (22 April 2014) in an effort to prevent maritime tensions from flaring into conflict, participants said. The Code for Unplanned Encounters at Sea, or CUES, was adopted on the opening day of the Western Pacific Naval Symposium, which includes China, the U.S., Japan, the Philippines and about 20 other nations, according to the participants. The agreement follows a two-year period of rising territorial tensions and air and sea confrontations in the South China Sea and East China Sea. The code approved at the meeting in the eastern Chinese city of Qingdao defines ways for naval ships and aircraft to maneuver and communicate when they meet casually or unexpectedly, according to a draft.
