Rely Tampons, ca. 1978 In 1978, Procter, Gamble introduced Rely, a super-absorbent tampon made of chemically treated polyester—which the Centers for Disease Control and Prevention found increased risk for Toxic Shock Syndrome (TSS), a life-threatening bacterial infection. Since 1980, the FDA has enforced strict regulations on tampons as medical devices and required they include package inserts detailing health risks.
