More information:

Caesarea Palaestina, also called Caesarea Maritima, a town built by Herod the Great about 25–13 BC, lies on the seacoast of Israel on the site of a place previously called Pyrgos Stratonos. Archaeological excavations uncovered remains from many periods, in particular, a complex of fortifications of the Crusader city and the Roman theater. Other buildings include a temple dedicated to Caesar; and a hippodrome that was rebuilt in the 2nd century as a more conventional amphitheater. The harbor at Caesarea Palaestina, across, was then the largest harbor on the eastern Mediterranean coast.
