Flat land is in short supply in Hong Kong, so land reclamation has been a solution since the 19th century. The Praya Reclamation Scheme, in Western District's Sai Ying Pun, added 240, 000 square metres of land in 1890, for example. The Central and Wan Chai Reclamation Project was proposed in the 1980s, the Hong Kong Convention and Exhibition Centre, at Wan Chai, being extended on a semi-island of reclaimed land in 1997. Here we see reclamation continuing in Central. But, with much reclamation of land in prime locations on both sides of Victoria Harbour having reduced its width to half its original size, environmental groups want further reclamation stopped. The Protection of Harbour Ordinance was passed in 1996, but the Society for the Protection of the Harbour has failed to stop the Central Project.
