Police detain protesters during a demonstration against Iraqi sanctions in Westminster. The sanctions imposed on Iraq were first introduced by the United Nations in August 1990, during Saddam's occupation of Kuwait, and have since been progressively eased to alleviate the suffering of civilians. The UN's key tool in seeking to lighten the burden of sanctions on ordinary Iraqis has been the "oil-for-food programme", first proposed in a 1991 resolution, but not put into practice until December 1996 due to the refusal of Saddam's government to agree to its terms.
