Many of the roads on the Portuguese island of Madeira were inland and away from the coastal towns and villages meaning that to travel from one village to the next, by car, you often had to travel inland and then back to the coast. Using mainly EU funding the Madeirans have built highways along the coast and have gone straight through the higher land creating many, many tunnels and bridges.
