It was erected by the officers of the Navy in memory of their brother officers who fell in the war with Tripoli. That is apparently the oldest military statue in the U.S., carved in 1806 or so in Italy and brought to the U.S., originally at the Navy Yard. In 1830, it was moved to the west terrace of the Capitol, which is where the above photo is from. Another photo of it here. In 1860, it was moved to the grounds of the Naval Academy in Annapolis, where it still is today.
