It was invented Britain in the late 1860s by Frederick Harvey and John Harvey. The torpedo or mine was an improvement on existing designs where it was suspended on a spar over the bow of the ship. The Harvey torpedo involved an explosive charge attached to a line that, using buoys and winches, was projected away from the boat carrying it, making it less dangerous to detonate. Here an operator controls a winch used to pay out the tow-rope to the mine.
