Here the heavily armed ‘cutters’ have boarded the smuggling vessel. A sailing cutter was a small or medium-sized boat with a shallow draft, built for speed. Government agencies used the term ‘cutters’ for vessels (and their crew) employed in patrolling their territorial waters, preventing smuggling and other enforcement activities.
