Steerage is the lower deck of a ship, where cargo is stored above the closed hold. In the late 19th and early 20th century, steamship steerage decks were used to provide the lowest cost and lowest class of travel, often for European and Chinese immigrants to North America. With limited privacy and security, inadequate sanitary conditions, and poor food, steerage was often decried as inhumane, and was eventually replaced on ocean liners with third-class cabins. Immigration “Inspection Card” issued to migrants arriving at Ellis Island immigrant inspection depot for medical and legal examination. This card was issued to a migrant on board the SS Estonia who boarded at Danzig who was referred to Ellis Island Immigrant Hospital. This ship was operated by the Baltic-America Line, a Danish shipping company who carried East European and German migrants from Hamburg, Danzig and Libau to New York and Halifax in comfort from 1917 through the 1920s.
